Proposed revised access arrangement for the Goldfields Gas Pipeline Issues Paper 

The Economic Regulation Authority has published an issues paper on the proposed revised access arrangement for the Goldfields Gas Pipeline (GGP). 

The GGP is a 1,378-kilometre transmission pipeline that receives natural gas from offshore fields in the north west of Western Australia. The receipt points of the GGP are located in Yarraloola, and the pipeline extends to Kalgoorlie in the Goldfields-Esperance region. The 47-kilometre Newman lateral is also part of the GGP. 

On 21 December 2018, Goldfields Gas Transmission Pty Ltd (GGT) submitted its proposed revised access arrangement, access arrangement information, and other supporting information to the ERA. 

The ERA has prepared an issues paper to assist interested parties to prepare submissions on the proposed revised access arrangement. The issues paper is not intended to be an exhaustive review of the proposed revised access arrangement or the matters that the ERA will address when making its draft decision on whether to approve or not approve the proposal. 

Interested parties are invited to make submissions on any aspect of GGT’s proposal and on the operation of the GGP access arrangement more generally during the current access arrangement period. 

For the purposes of calculating the six month period within which a final decision on GGT’s proposed revised access arrangement is to be published, the public submission period from 22 January 2019 to 27 March 2019 is to be disregarded time under rule 11 of the NGR. A subsequent public submission period following the draft decision, and if required a period for GGT to revise its access arrangement proposal, will also be considered as disregarded time. 

Invitation for submissions The ERA invites interested parties to make submissions on the issues paper and GGT’s access arrangement proposal. Submissions close 4:00 pm (WST) Wednesday, 27 March 2019. Submissions should be lodged online using the form on our website www.erawa.com.au/consultation
